In Whatever the Terrain, Whoever the Observer a series of animated objects narrates the Bureau of Land Managements Visual Resource Management handbook over a background montage of weird encounters with land use, ecology, and bureaucratic procedure. The BLM calls the Visual Resource Management system a "language for looking at landscapes", and it is used to assess and control the appearance of all landscapes overseen by the bureau. We present this information here as a gateway to challenge accepted conceptions of nature, conventional landscape epistemologies, anthropocentric viewpoints, land use interpretation, and the role of art and photography in the ongoing colonization of the Western landscape.
